GRANT OF HRA IN LIEU OF RFQ ( RENT FREE QUARTERS) FROM 01.01.2016

 

There are doubts prevailing among DDOs as to whether the HRA RFQ is to be given to the applicable officials against back drop of abolition of rent free accommodation allowance in the VII CPC dispensation.

 

The HRA in lieu of RFQ is different from the Rent Free accommodation allowance . The former is given for the non-provision of post attached quarters to the incumbent of SPMs and PMs in our Department. The latter is for the non-provision of quarters from residential pool ( GPRS ) who are entitled to it as a perk of service condition and is applicable to the  entire Central Govt . Services.

Likewise the HRA in lieu of RFQ is at the rate equal to the standard license fee charged for the type of the accommodation to which the incumbent ( who has not been provided post attached quarters)  is entitled to as per the pay level . But the RFA is about 10 percent of emolument or  with further conditions etc .

 

The rent free accommodation allowance that stood abolished has nothing to do with our HRA in lieu of RFQ. The issue and continuity of HRA in lieu of RFQ have been well clarified by our Directorate in  letter  F.No 53/2017-PAP dtd 18.07.2018 clear terms .  A copy of the Dte. letter and the OM of  Ministry of Housing and Urban affairs  cited therein are posted here for ready reference .

The HRA in lieu of RFQ should be therefore drawn  for all PMS/SPMs of no quarters office and also for the first 3 months for those who are officiating on local arrangement as PMS /SPMs of Post offices provided with quarters after which it is mandatory for them to occupy the quarters.
